The status I need is not in the list

You have opened the status dropdown on a request and what you want is not there. There are two different reasons for that, and they need different answers.
Reason one: the move is not allowed from here
Statuses are not a free list. Each one defines which statuses a request may move to next, so the dropdown shows only the moves that are legal from where the request currently is.
Govflo itself allows every move except a status to itself. Everything narrower than that is your agency's configuration, so a missing option is a decision someone made rather than a limit of the product.
That includes moving backwards. If your agency has left those cells ticked, a request can go from Resolved back to In Progress, and a closed request can be reopened.
So if the status you want is missing, it is worth asking an administrator rather than assuming it is impossible.
Reason two: your agency has not configured it
Statuses are set per agency rather than fixed by the product. If your office works in a stage that does not exist in Govflo yet, an administrator adds it in Settings, then Workflows, then Statuses, where statuses are renamed, reordered, added, and given their allowed moves.
What to do meanwhile
Do not force the request into a status that is merely close. A status is what the queue filters on and what the SLA clock reads to decide whether to pause, so an approximate status produces an inaccurate deadline and a queue that misleads whoever looks at it next.
Leave it where it is, and put the real state in an internal note. A note is accurate immediately, and it survives until the status exists.
If a request needs working again after closing
It does not go backwards. Raise it as a new request, which keeps the record of what was decided on the original intact.
